Mark Piccirilli founded the company in 2001 and over the past 20 years, he has led growth in the firm from $175,000 in sales and two employees to more than $7 million and nearly 40 employees all the while maintaining a reputation for quality work. In recognition of that excellence, FirstPic, Inc. received the 2014 American Express OPEN Small Business Government Contractor of the Year award and was selected for a Best of award in the Industrial & Labor Consulting Services category by the U.S. Commerce Association (USCA). For over 25 years, Mr. Piccirilli has managed multiple projects under contracts with federal government agencies, but has also worked directly and extensively with tribes, state agencies, schools, youth service organizations, and tribal and other community-based organizations. As a result, he has developed substantial skills in the areas of youth development programming, public housing, crime and drug abuse prevention, project design and management, needs assessment, technical assistance and training, prevention programming, and meeting and conference management. Mr. Piccirilli has a master’s degree in criminal justice from The American University.

Robbie Callaway

Robbie Callaway is Sr. Vice President for Government Services and Client Relations. In that role, he carries on his lifelong advocacy for disadvantaged children and continues to play a pivotal role in the development and passage of national legislation critical to child safety, including the Runaway and Homeless Youth Act; the Juvenile Justice and Delinquency Prevention Act; the 2003 passage of the National Amber Alert legislation, and the passage of the Adam Walsh Child Protection and Safety Act. During his 24-year career at Boys & Girls Clubs of America (BGCA), Mr. Callaway led a Government Relations team which raised more than $1 billion for the organization. He was also instrumental in expanding the number of Clubs in public housing communities from 25 to over 450 Clubs and was the driving force in BGCA’s expansion into over 220 Native American communities across the nation. Mr. Callaway is a founding Board Member of the National Center for Missing & Exploited Children (NCMEC), past Chairman, and currently serves as a NCMEC Board Member. In addition, he is Immediate Past Chairman of the Board of Directors of the Cal Ripken, Sr. Foundation, an organization committed to serving youth nationwide through character building programs. Mr. Callaway received his B.A. in Criminal Justice from the University of Maryland, College Park, MD.

Mindi D'Angelo

Ms. D’Angelo has over 20 years of well-rounded management and program experience. She supervises the overall administration of contracts including monitoring progress on contracts, developing management plans and quality control procedures; providing administrative and logistical oversight; and developing, reviewing, and monitoring budgets. Ms. D’Angelo has substantial programmatic knowledge in HUD programs. She has worked with the Office of Public and Indian Housing, the Office of Native American Programs, the Office of Policy Development and Research, and the Office of Community Planning and Development on initiatives and projects in the areas of alternative energy and conservation, procurement and grants management, resident services, crime and drug prevention, community planning, homeownership, American Indian and Alaska Native initiatives, and troubled housing recovery. Ms. D’Angelo has a master’s in public administration from The American University.

Sara Fiala

Sara Fiala

Vice President, Housing and Community Development Programs

Ms. Fiala has more than 14 years of Federal contract experience, including 11 years working with HUD. Her responsibilities on contracts with the Office of Public and Indian Housing and the Office of Native American Programs have included providing policy analysis and development; developing budgets and managing costs; creating and maintaining process tracking report databases; managing complete peer review processes; directing technical assistance logistics; reviewing, editing, and finalizing technical assistance and meeting summary reports; producing training materials; producing data analysis reports; providing quality control; and supervising technical staff and consultants.

With more than 25 years of administrative experience, she plays a major role in the development and implementation of organizational strategies, policies and practices for the firm, as well as oversees management of the company’s Human Resources and Administrative services.
